I don't mean to say that the starting gun has been fired, but Ubuntu 19.10 development phase has officially started. This time it was not Mark Shuttleworth who announced it, but one of his official flavors, the youngest of all: Ubuntu Budgie. The Budgie version of Ubuntu looks very happy and active about everything that has to happen and has given the news from your Twitter account.
But this is not being what it should be. It is usually Shuttleworth who gives this news, starting by announcing the full name of the next version of Ubuntu. At the moment, what is known is that the surname (which goes before) of the Ubuntu 19.10 animal will be "Eoan", which some dictionaries give the meaning of "referring to the East." The animal? It would be a drastic and impossible change if it did not start with E, so we can imagine something like "Elephant" if we are not very creative or do not want to think too much. I would not bet on that animal.

La informative note of this opening for the development of Ubuntu 19.10 does not give many details. It does mention that full codename not yet known of the next version of Ubuntu, as well as a few changes like the ones you have below.
- gcc-9 as gcc by default.
- glibc 2.30, which will arrive in August or later.
- python 3.7 by default and supported, with python 3.8 as available.
Little or nothing is known about the rest of the changes. Until Shuttleworth appears on the scene, I am left with the feeling that nothing is official, although they have already been in charge of telling us that it is.
