The first thing I have to say is that the release is not official yet, which would mean that it was published on social networks and that it would appear as available on the different official websites, but the new images are available and appear in the «release ». Although it seems to me that Canonical has made a small mistake with the major version of their operating system.

The new images are now available at cdimage.ubuntu.com, and anyone interested can access the Ubuntu ISOs page to check it. Until yesterday, when entering sections 19.04 and Disco Dingo we saw that the folder that was available was "beta". Today already appears "release" (launch). The error I was talking about, if I am not totally wrong, is that when accessing the Ubuntu Desktop download page what we see are the options to download Ubuntu Server. All the other options do take us to the image of the desktop operating system.

What news will Disco Dingo include?

As in each release, the news included will depend on each operating system.
