New compression algorithms for faster installation and startup.
Ubuntu 18.10 Cosmic Cuttlefish uses compression algorithms such as LZ4 and ztsd, which support 10% faster startup compared to those used in its previous version. The algorithms also facilitate the installation process, which takes about 5 minutes in offline mode.
Optimized for multi-cloud computing
This new version is specially designed with cloud-based deployments in mind.
Ubuntu Server 18.10 images are available on major public clouds. For private clouds, the release supports OpenStack Rocky for AI and NFV hardware acceleration.
It comes with Ceph Mimic to reduce storage overhead.
Including Kubernetes version 1.12, this new version offers increased security and scalability by automating cluster provisioning with transport layer encryption.
It is more responsive to dynamic workloads through faster scale.

Ubuntu 18.10 Cosmic Cuttlefish uses the Yaru community theme to replace its Ambiance and Radiance themes which have already been implemented for a long time.

The new system kernel has been updated to the new version of Linux kernel 4.18. In addition to this, Updates to Mesa and X.org significantly improve game performance.
Graphics support is extended to AMD VegaM on the latest Intel Kabylake-G CPUs, Raspberry Pi 3 Model B, B +, and Qualcomm Snapdragon 845.

Improved startup time and XDG portal support for Snap apps
Canonical is bringing some useful enhancements to its Snap packages.
Instant applications will start in less time. With the support of the XDG portal, Snap can be installed in a few clicks from the Snapcraft Store website.
The main cloud and public server applications such as Google Cloud SDK, AWS CLI, and Azure CLI are now available in the new version.
The new version allows access to files on the host system through native desktop controls.
